Academic Rules & Policies

Academic policies and procedures are regulated by the Ministry of Manpower & Colleges of Technology to regulate & facilitate the students’ academic life; these rules are designed to meet specific quality standards. The Ministry of Manpower produces a student guidebook that contains the Academic Rules for governing students. It supersedes all previously published versions of these rules.

By enrolling at Nizwa College of Technology, the students should be aware of these rules and all students hereby agree to be governed by the following rules & policies. Nizwa College of Technology reserves the right to change these rules from time to time with or without notice.

Changing Specializations

These standards provide the technical colleges students who wish to change their specializations which could be achieved within the framework of equal opportunities and transparency. Any student may request a change of specialization according to the following criteria and procedures:

First: Criteria

  1. Completion of the foundation program.
  2. Vacancies must be available in the required specialization.
  3. The student didn’t spend more than a year in the current specialization.
  4. Priority given for the students of the best performance during their studies at the college.
  5. Ensure that the student has studied General Education Diploma subjects, which qualify him to study the new specialization.
  6. Fulfillment of the admission conditions required to move to that specialty from HEAC in the year in which the student is under the conditions of specialization.                                                             
  7. For the students who have not fulfilled  the conditions stated by HEAC for the  new specialty and when vacancies provided  they have to register three joint subjects and other  two subjects of the major courses from the required  specialty they want to move to . And the student is accepted according to his achievement in   the subjects he registered.
  8. Previous study period to change specialization is calculated within the maximum allowable study period in the college.

Second: Actions

  1. A request for a change of specialization is to be presented to the registration department within the period announced by the department. 
  2. The applications are  considered  and haggled by a committee headed by Assistant Dean for Academic Affairs and Assistant Dean for Student Affairs and membership of the heads of the academic departments concerned.
  3. Courses taken by the student in his previous specialty remain in his score sheet.
  4. Courses taken by the student in his previous specialty are not calculated for the purposes of calculating the grade point average, unless they are within the new specialty subjects.
  5. The student has to change specialization only once during the study.

Goals

The course is an academic subject taught during one semester, and the student grades are determined in the course on the basis of the on-going achievements in the theoretical and practical classroom, the periodical tests, researches, the required projects along with the end of the semester exam. The final exam is considered to be comprehensive subject, and is to be hold once at the end of each semester, and determines in the light of the ingredients determined by the committee of quality control and might be in written , practical, or both forms according to the nature of the scheduled and evaluation system.

Procedures

  1. The student has to send an email to the academic advisor and every student must communicate with his academic advisor to get his e-mail or get it from the website of the College (www.nct.edu.om (and then press on (Staff Directory).
  2. The academic advisor conducts the necessary to respond to the student through his college email (either approval or rejection of deleting the course) and sends a copy of the email to the course lecturer.

Re-taking Courses

Article (53): The student is allowed to retake the course to obtain a better degree in the case of studying the course for the first time with the success of the degree (C) and below, with a maximum of three courses at every level. And in this case, the old grade is replaced with the new one whether lower or higher than the old grade.

Absences

The student is Foreshadowed and his guardian is informed in writing, if his absence rate is 10% of the total specified hours per semester, and follow the same procedure if his absence rate is 20%, . In both cases the student must be cautioned and his guardian must be informed that he (the student) is going to be debarred sitting for the final exam if his absence reached 30%.

Academic Observation

The first Academy Observation:

The student is subjected to the academic observation system if his average grades points (Semester GPA) is less than the required average of (2) in any semester, and he is allowed to register (12) credit hours in any semester and (6) credit hours supported in the summer semester.

The second academic Observation:

The student is subjected to the academic observation system if he did not achieve the condition of the first academic observation condition which is:

Obtain a cumulative average of 2.0 or more, and he is allowed to register (12) credit hours in any semester and (6) credit hours in the summer semester.

The third academic note:

The student is subjected to the academic observation system if he did not achieve the condition of the second academic observation condition which is:

Obtain a cumulative average of 2.0 or more, and allows him to register (12) credit hours in any semester and (6) credit hours in the summer semester.

The fourth academic note:

A student is granted academic observation fourth sequentially provided that the note should be of benefit in improving his cumulative GPA to (2) and the student is dismissed in case of the futility record of the course to remove it from the observation.

Withdrawal

Policy

The student has the right to withdraw from the college at any time in accordance with the procedures laid down, and the student must show the real reason behind the withdrawal.

Procedures

  1. The student fills out the withdraw request form and get it signed and submit it to the Department of Registration.
  2. The Department has to modify the student status in the user system and change it to a withdrawn.          
  3. In order to receive his formal certificate, the student has to fill Disclaimer form attached with the college card and get the signatures of the sections described in the application form and then handed over to the Department of Registration to receive his certificates.                                     
  4. The registration department has to make sure that the student’s premium has been stopped.

Waive Level Completing

Policy

In case of the student's doesn’t want to complete the advanced level diploma or bachelor's and satisfies the conditions of the transition from one level to another, and they are as follows:

  1. For the transition from diploma level to the advanced diploma, the student has to get a GPA of 2.5 or more and gets a 450 in TOFLE or 4 in IELTS exam.                                                      
  2. For the transition from the advanced diploma level to the bachelor's degree, the student has to obtain a cumulative grade point average of 2.75 or more and obtain a 500 TOFLE or 4.5 in IELTS exam.

So, the student must waive completing the level and join on job training. 

                                                                                   

Actions

  1. Fill in waive completing level form with the student signature.  
  2. The academic advisor signature.    
  3. Deliver the form to the Department of Registration.   
  4. Seal the form from the Department of Registration giving a copy to the student to be delivered to the training department for the registration of on job training.

Examinations

Policy

Based on the regulation of technical colleges item number (68), the student may appeal against the result of the exam by submitting a request to the head of the department on the prescribed form for this purpose during the three days of the announcement of the result, and the examination committee has to review the papers within a week of filing the petition to verify the collection of the scores or correcting the uncorrected questions.

If the student was absent in the mid-term exam with a valid excuse accepted by the course head of section, this very section undergoes a make-up exam when he informs the head of the department within one week from the date of the exam which he missed, and he re-sits his exam before he exceeds the next semester of absence, nevertheless he is to be given zero.

Based on the regulation of technical colleges item number (70) If the student is absent from the final exam with an excuse accepted by the College Board, so this course considered as (incomplete) whenever he informs the dean of the college within one week from the date of the exam which he missed . In this case the student is allowed to sit for a supplementary exam no later than four weeks from the beginning of the next semester, and replaces the phrase (incomplete) with the degree obtained by the student in the supplementary exam, and nevertheless he is only be given zero.

Graduation

Policy

Based on the regulation item number (67) the student is considered successful in the four educational levels if completed all the courses required for graduation and obtained a cumulative total rate of at least 2.0. The student will not be awarded graduation certificate unless he completes the on job training.

Procedures

  1. The Registration Department received a report of the completion from the concerned training department.                                  
  2. The Department of Registration makes sure that the student completes all the courses and the on job training.                                                                       
  3. The student status will be changed to a graduate in the ministry program and the student premium will be stopped.                                                                        
  4. The department prepares all the graduate’s certificates (graduation, transcript certificate, foundation year certificate).                                          
  5. The student fills Disclaimer form taking the necessary signatures from the relevant departments and handed it over to the Department of Registration handing over the student card as well.                                                                                   
  6. The student will be given all the original certificates, only copies of them will be kept in the student's file.                                                                     
  7. Nobody is allowed to take the student’s papers unless he has a legal authorization to do so.

The Student Card

Policy

  • The card is owned by the college and it must be returned as soon the student finishes with the college.                                         
  • Every student must get a college card and it is considered as personal responsibility.                                                             
  • The student must carry the card during his stay in the college.

Procedures

  1. The registration department will prepare a list  for the new and transferred  students with the required data, such as: College’s number, Student’s name, Year of admission
  2. The Department of Registration posts an advertisement for the foundation year students explaining the day, date and time of issuing the college card.                                                                            
  3. The student has to show his ID card to the administrator in the Department of Registration.                                                                    
  4. The administrator makes sure writing the correct name from the ID card.                                                                                                        
  5. The employee prints the card from the system after getting a picture of the student.                                                                               
  6. The student signs upon receiving the card.                                           
  7. In the case of card loss or damage, the students can issue a replacement / damaged against paying an amount of (5) RO.  Nobody is allowed to take the student’s papers unless he has a legal authorization to do so.

Postponement

Policy

Article (56) of the Technical Colleges Regulations: the Dean of the College may be allowed to approve the student to postpone his studies for two semesters during the period of his college study for health reasons or family circumstances, and the College Board in may approve under some considered cases estimated by the consent of the student to postpone his studies to separate the third semester, and calculates the duration of the delay in the maximum to finish each level.

                                                                                   

Procedures

  1. Fill the postponement form in the Department of Registration attaching the necessary documents that support postponing.                                              
  2. Taking the view point and the signature of the academic advisor and head of the department concerned.                                                                        
  3. The request will be approved from the Assistant Dean for student’s affairs and the college dean.                                                                                
  4. The registration department will inform the student whether his request is approved or disapproved.                                                                                                     
  5. The Department has to modify the student status in the user system and change it to a deferred.                                                                              
  6. The registration department is to make sure to stop the student premium in that semester.                                                                                                 

Appeal Againts Final Exam Results

Policy

Article (68) of the Regulations Roster: the student may appeal against the result of the examination at a request submitted to the head of the department on the prescribed form for this purpose during the three days of the announcement of the result. The Examination committee has to review the papers within a week of filing the petition date to verify the collection of scores or correct the incorrect questions.

                                                                                   

Procedures

  1. The student has to fill the exam appeal form and submit it to the head of the section making sure it meets all the data in the form.                                
  2. The committee rechecks the exams papers and modifies the mistakes if found.                                                                                                       
  3. The Committee has to inform the registration department after modifying the score.                                                                                                       
  4. The Department of Registration announces the students’ names along with the grades that have been modified.                                                          

Transferring

Policy

The student is eligible to apply for a transfer to any technical college in the light of the criteria laid down in this regard.

There are two types of transferring:

Academic Transfer:

*For academic reasons that necessitate the student move to another college.

For example:

  • Posit no subjects in that semester so that the student cannot register other subjects.
  • The student transferring is to be to the nearest college which posits the subject and has the potential to accept the student.                                                                         
  • Lack of bachelor's level in college.
  • Lack of specialization.
  • Existence of vacant seats in other colleges.
                                                                                   

Procedures

  1. The student fills Disclaimer form taking the necessary signatures from the relevant departments and handed over to the Department of Registration.                                                            
  2. The student data will be sent electronically through the ministry program and the original documents will be sent to the college he (the student) is to be transferred to.                                                             

Transferring for Individual / Personal Reason

Policy

  • The student can apply for transferring in case of:
  • Family moves, with the necessary evidence.
  • Health problem reasons with the necessary evidence.
  • Other reasons necessitate the student movement.
                                                                                   

Procedures

  1. The student fills transferring form with the necessary evidence attached.
  2. The registration department investigates student data prior to obtaining the approval of the transfer from the college administration.                                                               
  3. After college approval, the request is to be sent to the college that the student will be transferred to.                                                                  
  4. After receiving the response from the college the student is informed.                                                                        
  5. In case of approval, the student fills Disclaimer form taking the necessary signatures from the relevant departments and handed over to the Department of Registration.                                                                   
  6. The student data will be sent electronically through the ministry program and the original documents will be sent to the college he is to be transferred to.                                                              

Dismissal From College

Policy

The student will be dismissed from the college according to the item number (72) of the Regulation in the following cases:

  • Do not get out of the academic note.
  • Absence for two consecutive weeks with no valid excuses.
  • Based on the decision of the Disciplinary Committee (refer to chapter eight about disciplining students based on the regulation of the technical colleges).                                                                                      
  • Based on the Regulation item number (87) the student may appeal to the Faculty Council against the penalty decision within fifteen days from the date of notification.
  • The student will be dismissed in the case of success does not meet the requirements of the foundation year.     
                                                                               

Procedures

  1. The dismissal decision will be issued to the student after the credential of the College Board.                                                                      
  2. Inform the student with the dismissal decision.
